Penghu County has been promoting the garbage transfer plan since 1997. Except for the garbage in Qimei Township that is buried in situ, the domestic garbage transfer in other Penghu counties uses the Hongluo Sanitary Landfill as a temporary garbage transfer station and is transported by ship.
